Early Childhood Education
A Step towards Inclusion: Support to Kindergartens in Three Counties
All children have the right to a quality preschool education.
Children of Roma ethnicity, children with developmental difficulties and children from poor families are often deprived of this right and therefore have no opportunity to socialise and learn through play with their peers, which is a prerequisite for a good start at school.
UNICEF provides support to preschool institutions to help them enhance their capacities and quality of work with vulnerable groups of children aged 3 to 6.
The goal of the programme is to ensure that all boys and girls are given equal access to early childhood education; special focus is given to children with developmental difficulties and children belonging to the Roma national minority.
The programme is implemented by building the capacities of teachers and other experts engaged in preschool education (psychologists, pedagogues and education rehabilitators) to adopt an approach to education that places the centre of attention on the child and his or her individual needs.
UNICEF, in partnership with the Open University Step By Step and with the support of the Croatian Education and Teacher Training Agency, implements the programme ‘A Step Towards Inclusion’ in seventeen kindergartens in the Vukovar-Srijem, Sisak-Moslavina and Šibenik-Knin counties.
